As a rule, the Roothbert Fund makes grants to applicants whose current or permanent address is located in Maine, New Hampshire, Vermont, Rhode Island, Massachusetts, Connecticut, New York, New Jersey, Pennsylvania, Ohio, Delaware, Maryland, District of Columbia, Virginia, West Virginia, or North Carolina.
